Réponse de la Banque du Canada au rapport d’examen détaillé
La Banque du Canada remercie le Fonds monétaire international (FMI) d’avoir entrepris un examen pilote approfondi des pratiques et dispositions de la Banque en lien avec le code pour la transparence des banques centrales. Elle salue la publication du rapport d’examen final rédigé par l’équipe de mission du FMI ainsi que ses recommandations. -

Parution de la réponse de la Banque du Canada à l’examen du FMI sur les pratiques en matière de transparence
Le mercredi 28 septembre 2022, le Fonds monétaire international (FMI) publiera un rapport détaillé sur l’examen des pratiques de la Banque du Canada en matière de transparence, mené dans le cadre du projet pilote découlant du Code pour la transparence des banques centrales. -
Harnessing the benefit of state-contingent forward guidance
Quand le taux d’intérêt neutre est à un niveau bas, une banque centrale est plus susceptible d’abaisser son taux directeur à la valeur plancher en cas de ralentissement économique. Dans un tel contexte, elle peut avoir recours à sa gamme élargie d’outils de politique monétaire, dont font partie les indications prospectives, pour mieux surmonter le défi que pose la valeur plancher. À l’aide du modèle TOTEM de la Banque du Canada, nous évaluons les avantages et les limites des indications prospectives subordonnées à l’état de la conjoncture dans un régime de ciblage flexible de l’inflation. -

Behavioral Learning Equilibria in New Keynesian Models
Nous introduisons un équilibre basé sur l’apprentissage des comportements dans les modèles DSEG avec des agents dotés d’une rationalité limitée qui utilisent des règles d’anticipation autorégressives de premier ordre simples mais optimales. Le modèle DSEG de Smets-Wouters avec équilibre basé sur l’apprentissage est estimé et présente une bonne adéquation avec les anticipations tirées des enquêtes sur l’inflation. Pour ce qui est de l’application empirique à la politique monétaire, nous montrons que l’apprentissage nécessite un degré plus faible de lissage des taux d’intérêt. -
Quel est l’impact du bilan de la Banque du Canada sur le système bancaire?
Nous examinons comment l’évolution du bilan de la Banque du Canada influe sur le système bancaire. L’assouplissement quantitatif a fait grossir le bilan du système bancaire et a amélioré le ratio de liquidité à court terme des banques. Le resserrement quantitatif devrait neutraliser une partie de ces effets. Il sera nécessaire que le système bancaire adapte sa gestion de la liquidité. -
